一、研究緣起：
為延續「墾丁國家公園生態旅遊路線整體規劃研究(第1年)」動、植物資源、人文與土地利用調查，生態旅遊動線規劃之研究成果，本 (95)年度計畫的研究重點是在於社區培力，在「居民參與」的操作原則下，進行社區發展生態旅遊共識凝聚、人才培訓、遊客導入、自主經營等系列社區營造工程，同時能夠連結墾管處與社頂部落生物多樣性保育之夥伴關係。
二、研究方法及過程：
本研究以深度訪談法、參與觀察法、焦點團體法及問卷調查法為主。工作項目分為三階段，第一階段為社區營造階段，包括社區營造規劃，解說、管理人力之培訓與生態旅遊網頁設計。第二階段為遊客導入階段，包括遊客導入規劃與遊客導入實作。第三階段則為執行成效評估的階段，主要進行遊客滿意度的評量與環境品質與服務品質監測的工作。最後本計畫進行結論與後續執行的建議。
三、重要發現：
社頂部落發展文化促進會的部落代表性、會務的運作及理、監事的參與度應持續改善加強，未來除了加強溝通外，更重要的是促進會的核心成員要以無私、光明、公開及奉獻的心態投入，忍辱負重做出成績，相信將能逐步化解居民疑慮，獲得認同。

由於部落的建物外觀大多為鐵皮包覆，建議進行鐵皮建物外觀改善規劃設計，先由幾個點啟動部落建物外觀及周邊環境改善，未來逐步改善進而重塑整個聚落景觀。

1. Introduction This research is to sustend the plan of “Study on Sheding Ecotourism Development in Kenting National Park-2005”, which emphasize the investigation of human and nature resources in Sheding community. This research starts to act on the work of empowerment in Sheding community. We hope to operate this research to develop ecotourism and related activities under the participation of community members. Meanwhile, this research also hope to build a collaborative relationship between Kending National Park and Sheding community. 2. Research Method This research has three main steps to develop ecotourism using the interviews and questionnaires. 1. Community empowerment, where the activities are planning for tourism, resource training and design of web pages. 2. Practice for tourism, including the planning of procedures for vistors and call for vistors to practice whole procedures. 3. Performance evaluation, including the survey of satisfaction of vistors and monitoring the change of quality of environment and service. Finnally, this research will provide suggestions for extension research. 3. Findings The organization of Sheding community is found not well organized and should enforce the willings of participation for community members. Meaningwhile, it is also found that the attitude of open mind and willing to invole in community activities might become the key factors for develop the ecotourism in Sheding community. It is expected to show a well performance to add the confidence of community members and to decrease the doublt of other residents. . 4. Suggestions The leaderships should be enforced further and more motivation shoud be made to incease the community organization. Moreover, The traing for ecotourism should be acted further to increase the residents’ capabilities of ecotourism. The research team should assist the community members with the abilities of paper works and act more communication works via interviews Finally, Sheding community can cooperate with Kending National Park to apply more projects for more resources from different government departments. And it is suggested that Kending National Park can organize a special team to assist the community for developing their ecotourism. Additionally, the community should make further planning to improve their county by re-design their builds and related facilities.
