一、研究緣起
為接續94 及95 年「墾丁國家公園生態旅遊路線整體規劃研究」之研究成果，厚植社頂部落生態旅遊經營能力，本(96)年度計畫的研究重點除了繼續95 年社區營造、生物多樣性保育、解說人員培訓、遊客導入及成效評估之工作外，將針對解說服務品質、新路線開發、行銷推廣及生態旅遊經營做更多之著墨。
二、研究方法及過程
本研究採深度訪談法、參與觀察法、焦點團體法、問卷調查法及資源穿越線調查法，工作項目分三部分，第一為社區營造階段，包括社區營造規劃、解說及管理人力之培訓、部落景觀改造之規劃與設計。第二為遊客導入階段，包括遊程路線設計規劃、
遊客導入規劃與遊客導入實作、生態旅遊包裝行銷。第三則為執行成效評估的階段，主要進行遊客滿意度的評量與環境品質與服務品質的監測。
三、重要發現
社頂的生態旅遊經營已逐漸步上軌道，社區居民自發性簽訂公約，執行社區資源巡護，建立生物資訊讓遊客能有較佳的旅遊感受；在路線規劃上，已依季節、時段及生物資源特色發展出4 條不同的生態旅遊路線；此外，根據解說員的訪談資料得知解說員具強烈的求知慾，希望能在未來能有更深度的課程訓練來加強解說能力。依遊客滿意度調查顯示，遊客對於社頂部落的各條生態旅遊路線皆有不錯的評價，預約的團體有逐漸增加趨勢，又與旅館業者的聯盟，帶動不少旅遊商機及遊客。
四、主要建議事項
本研究建議包括：加強組織領導人的功能，製造更強的居民參與動機；要有更嚴謹的考核制度，以維持解說員的服務品質；應持續改善社頂部落之環境景觀；有限度設置人工溼地增加當地生物多樣性；繼續推動異業聯盟穩定客源。

屏東縣社頂部落發展文化促進會由於部落的建物外觀大多為鐵皮包覆，建議進行鐵皮建物外觀改善規劃設計，先由幾個點啟動部落建物外觀及周邊環境改善，未來逐步改善進而重塑整個聚落景觀。

This research is extension plan of “Study on Sheding Ecotourism Development in Kenting National Park- 2004 and 2005”, which emphasize the investigation of human and nature resources in Sheding community. Following the steps of previous years the main works in this year are the empowerment, ecotourism, and performance evaluation.
Furthermore, we put much effort on the marketing to increase the number of visitors.
2. Research Method
This research has three main steps to develop ecotourism using the interviews and questionnaires. 1. Community empowerment, where the activities are planning for tourism,
resource training and design of web pages. 2. Practice for tourism, including the planning
of procedures for visitors and call for visitors to practice whole procedures. 3. Performance
evaluation, including the survey of satisfaction of visitors and monitoring the change of
quality of environment and service. Finally, this research will provide suggestions for
extension research.
3. Findings
After a three-years plan, the ecotourism in Sheding has become famous and the operation flow is getting mature day by day. Residents can maintain their own environment by themselves and the habitat of wild animals are continuously monitored and protected.
So far, four routes of ecotourism are developed.We also obtain high commendation from
visitors. The increasing visitors also bring new opportunity for the residents to run new business.
4. Suggestions
Nevertheless, we still suggest that the leaderships should be enforced further.
Moreover, training for ecotourism should be acted continuously to increase the residents’
capabilities of ecotourism. Additionally, the community should make further planning to
improve their county by re-design their builds and related facilities. Additionally, the

The research team should assist the community members with the abilities of paper works and act more communication works via interviews Finally, Sheding community can cooperate with Kending National Park to apply more projects for more resources from different government departments.
And it is suggested that Kending National Park can organize a special team to assist the community for developing their ecotourism. Additionally, the community should make
further planning to improve their county by re-design their builds and related facilities.
