107年墾丁國家公園社區生態旅遊產業維運管理及行銷拓展計畫

一、研究緣起
為接續104至106 年「墾丁國家公園社區生態旅遊產業經營發展計畫」之三年研究成果，厚植墾丁國家公園社區生態旅遊經營能力，本(107)年度計畫的研究重點除了繼續106年社區營造、巡守監測、解說人員培訓、遊客導入及成效評估之工作外，將針對解說服務品質、新路線開發、行銷推廣及生態旅遊經營做更多之著墨。
二、委託勞務方法及過程
本委託勞務社區陪伴及輔導，工作項目分三部分，第一為社區營造階段，包括社區營造規劃、解說及管理人力之培訓。第二為遊客導入階段，包括遊程路線設計規劃、遊客導入規劃與遊客導入實作、生態旅遊包裝行銷。第三則為執行成效評估的階段，主要進行遊客滿意度的評量與環境巡守監測。
三、重要發現
94年起，墾丁國家公園境內的社頂、滿州、水蛙窟等地區，以社區營造方式推動生態旅遊，101年起，里德、龍水、港口等社區，開始施行資源調查與規劃生態旅遊遊程，進而陸續開始生態旅遊之社區培力，並發展各自的生態旅遊遊程。現前已建構34條遊程產品。依遊客滿意度調查顯示，遊客對於各條生態旅遊路線皆有不錯的評價，各社區遊客量皆有逐漸增加趨勢。然而，在環境保育的落實上，有部分社區仍有不足，需要加強此項工作的執行。
四、主要建議事項
本研究建議包括：加強組織領導人的功能，製造更強的居民參與動機；要有更嚴謹的考核制度，以維持解說員的服務品質；依第四次通盤檢討之進度，協助社區進行社區申請生態旅遊授權。

Introduction.
For maintaining rich outcome generates from the three years project, (2015 to 2017) - “Communities Ecotourism Management and Development Project of Kenting National Park “, and carry forward the capacity of ecotourism management. Project 2018 not only sustains the programs from last year such as community construction, monitoring, docent training, increasing the population of tourist, and outcome evaluation. Furthermore, project 2018 focuses more on building high quality docent service to the tourists, new tour plans development and marketing.
Commissions Method and Procedures
The content covers community companionship and Assistance. It has three stages. 1. Community Empowerment. It includes community construction planning, docent and personnel training. 2. Practice for tourism, including the planning of procedures for tourists, call for tourists to practice whole procedures, and the marketing. 3. Performance. The evaluation includes the survey of satisfaction of tourists and monitoring the change of quality of environment and service.
Findings
Since 2005, several communities in Kenting National Park such as Sheding community, Manchou community, Shuiwaku community are promoting ecotourism by community construction. They initiate resources research and plan out ecotours. Likewise, communities commit more in personnel training in order to establish more unique ecotour plans. It has 34 ecotour plans are running currently. From the record, tourists have positive feedbacks about the products and the number of are visitors is gradually increasing year by year. However, some communities are lack of practicing environmental conservation. Putting more effort to accomplish and reinforce the environmental conservation is something we would love mature more.
Suggestions
The suggestion includes, reinforcing the leadership, motivating the influential ones to participate. Severer evaluation system to measure the docents’ service quality. Following the forth reviewing of original plan, assisting communities to apply ecotourism license.
