      What are the application procedures for foreign boats or yachts to enter Houbihu Marina?

      According to Article 24 of The Commercial Port Law, Article 4, 5, 6, and 7 of the Regulations on Port Services at Commercial Ports, and “The operation procedure for foreign yachts applying to enter the international ports or yacht ports” and “The operation procedure for foreign yachts applying to depart from international ports or yacht ports” announced by the letter of Administrative Deputy Secretary-General (Ref. No.: 0940042486):

      I. The procedure for entering the port:

      1. Submit a pre-entry report before entering:
      1. The captains, ship owners, or ship companies should fax the relevant documents to or apply at the Supervision Section, Vessel Administration Division for a vessel pre-entry permit
      2. After receiving notice from the inspection system, the Security Checkpoint, Customs Office, National Immigration Agency, Center for Disease Control, and Bureau of Animal and Plant Health Inspection and Quarantine will conduct CIQS inspections in accordance with their authorities.
      3. Completing all the procedures, vessels are allowed to anchor at piers
      1. Application after entering the harbor:
      1. Foreign yachts should notify the Vessel Traffic Control Section by radio or by phone before arriving at the harbor.
      2. The Vessel Traffic Control Section will inform the Harbor Control Center and request the harbor police or coast guard to send ships to guide the vessels to the security checkpoint.
      3. The coordination center (or Harbor Control Center) will notify the Customs Office, National Immigration Agency, Center for Disease Control, and Bureau of Animal and Plant Health Inspection and Quarantine to conduct (CIQS) inspections and the water administration authorities will handle matters related to the anchoring of the vessels. 
      4. Within 24 hours of anchoring, the captains, ship owners, or shipping companies should fax the related documents to or apply at the Supervision Section, Vessel Administration Division for a vessel post-entry permit.

      II. Procedure for departing:

      1. 12 hours prior to departure, the captains, ship owners, or shipping companies should fax the related documents to or apply at the Supervision Section, Vessel Administration Division for a vessel advance departure permit (it can be applied for at the same time during the entering of the harbor). The Supervision Section, Vessel Administration Division will notify the water administration authorities.
      2. Receiving the notices, the Security Checkpoint, Customs Office, Immigration Agency, Center for Disease Control, and Bureau of Animal and Plant Health Inspection and Quarantine will conduct CIQS inspections in accordance with their authorities. Completing all the departure procedures, the yachts are allowed to leave the harbor. When applying for entry permits, the yachts should present:

                i.      Vessel forecast departure application form
                ii.     Certificate of ship nationality
                iii.    Foreign vessel nationality (registration) certificate and related documents
               

                The advance application regarding the departure of foreign vessels will be reviewed by the system automatically or manually by related staff. Please submit the following documents:

                i.      Vessel forecast departure application form
                ii.     Submit seaworthiness certificates or vessel registration certificates
